The scholarship was established in memory of Mr. Winfred "W.E." Eugene Moore.  Mr. Moore was one of our nations's World War II heroes and an outstanding lifelong Jefferson County resident.  W.E. was a Naval Hospital Corpsman attached to the Fourth Marine Division that fought in the South Pacific.  As a result of his valiant service, he received four Presidential Unit Citations; the Asiatic-Pacific Medal with four Bronze Stars; the American Defense Medal; a letter of commendation from his division commander, General Clifton B. Cates; the Purple Heart and the Bronze Star.

Despite the handicap of being totally and permanently blinded as a result of wounds received in combat, Moore was actively involved in his community.  Moore was honored with a lasting tribute when the Tennessee Legislature passed a resolution naming the 415 overpass on Interstate Highway 40 over 25W and 70 in the Piedmont Community for him.
